II. Student Access & Opportunity
To provide a world-class system that ensures that all Virginians have access
to a community college and the opportunity for successful employment or college
transfer, the following will be necessary:
- By 2009, the VCCS will enroll 15,685 more students (9,709 annual FTE), in addition to the 14,559 already enrolled between 2000 and 2003. This will represent nearly two-thirds of the 47,400 more students who will be seeking higher education in Virginia between 2000 and 2009. As various means to accomplish this access, the following will occur:
- All colleges will establish Middle Colleges and collectively enroll 1,000 high school dropouts between ages 18 and 24. Only two now exist, serving 59 students.
- Dual Enrollment will reach 45,000 eligible students by 2009, an increase of 30,000 over current dual enrollments.
- Distance learning enrollments will increase to 100,000 headcount, an increase of 56,000 students.
- The cost to attend a Virginia community college will not exceed 50% of the average cost to attend a Virginia public four-year college or university.
- The VCCS will receive a rank of B+ or better in the National Report Card on affordability as reported by the National Center for Public Policy and Higher Education. The current ranking for Virginia is “B-”.
- All colleges will offer opportunities for open (continuous) enrollment during the semester, an opportunity that is not now available for credit enrollment.
- All colleges will ensure that childcare is available to those students who need the services.
